Special Circumstance: Financial Situations
Students and/or their parent or spouse who have experienced a change in their financial situation may request a re-evaluation of the student's federal financial aid eligibility.
Note:
-
- If the student already has a 0 through -1,500 SAI (from the FAFSA), do not comlete this form as the student was already considered for the maximum Pell and Subsidized Loan.
- Dependent students will need to work with their parent(s) to provide the requested information. A parent (that is on the FAFSA) will be required to sign the online form.
Unusual Circumstance: Request for FAFSA Independence
Dependent students who are requesting to be independent for federal financial aid due to an unusal circumstance, may submit an appeal.
Special Circumstance: Cost of Attendance (COA) Increase
Students who need to request an increase to their annual Cost of Attendance (COA) may submit this appeal. Appeal is coming soon for 2024-25.
How to Submit a Request:
- First submit the 2024-25 Free Application for Federal Student Aid (FAFSA). Ensure that the form is signed by the student and if dependent, by the parent before moving to Step 2.
- Then the student will need to create an account or log into our Student Forms Portal.
- Once logged in, click on 'Manage Request' and select the Special or Unusual Circumstance form that best relates to your situation.
Citizenship
- If you need to submit proof of your U.S. Citizenship or eligible Non-Citizenship status,
create an account or log into the Student Forms Portal to upload documentation.

Satisfactory Academic Progress (SAP)
If you received an email notification that you have the option to submit a SAP Appeal for the 2024-25 academic year, follow the link in your Delhi email to log into your Student Forms Portal to complete the appeal.
Note: the deadline has past to submit a 2023-24 SAP Appeal for federal aid. At this time, only NYS Appeals can be subitted.
